To finally meet Turner, with whom he has been working by phone during his travels, Reacher learns from Colonel Sam Morgan that Turner has been accused of espionage and arrested. As Reacher digs deeper, he is framed for murder, forcing him and Turner to go on the run. They uncover a conspiracy involving a private military contractor, Parasource, and a corrupt general, Harkness, who are involved in arms dealing and drug smuggling.

Reacher and Turner work together to expose the truth, evading capture while protecting themselves. Reacher will stop at nothing to prove her innocence and to expose the real perpetrators behind the killings of his former soldiers.
